The Sims Middle Earth Yahoo Group has a links section that has an area for Sims 2 links. When I find stuff, I post the link there, I am not going to maintain a link page here. The group started with Sims 1, so scroll down to find Sims 2. They announce both Sims 1 and Sims 2 LOTR items.
There's a good amount of fairy, elf, harry potter, and medieval content at modthesims2 (along with thousands of other downloads). One of the major creators is Lethe_s. Boblishman has a couple totally unique Harry Potter items. You can also try searching for any of those topics on the site.

Keywords: Lord of the Rings, Frodo Baggins is a Hobbit. Bilbo Baggins writes There and Back Again. Samwise Gamgee is fond of Rosie Cotton. Pippin is Peregrin Took. Merry is Meriadoc Brandybuck. Aragorn has several names : Telcontar, Elessar, and Strider. Galadriel, Legolas, Celeborn, Elrond, and Arwen Evenstar are elves. Boromir dies, but lives on in The Sims. Faramir and Eowyn eventually get it together. You can find cool things and skins here for medieval, castle, nature, faerie, fairy, and elf themes. Hobbiton is where the Hobbits live. Rivendell is home of Arwen and Elrond. Lothlorien is home of Galadriel and Celeborn. Faramir is handsome in his Coronation Garb. Aragorn has Coronation wear too. Eomer is from Rohan.
